In northeast Pennsylvania, Bradford and Susquehanna.* Until 8 PM EDT this evening* Scattered thunderstorms will develop this afternoon. Some ofthese storms will produce locally heavy rain. Portions ofBradford and Susquehanna Counties in Pennsylvania as well asBroome and Tioga Counties in New York received 2 to 4 plusinches of rain last night. The potential for an additional inchof rain in a short period of time today may lead to more flashflooding, especially in these sensitive areas.* Most favorable areas for flash flooding are the poor drainageareas in and around urban locations, and the sensitive areasthat have recently received heavy rain and experiencedflooding.
