Within This Narrow 5 Mile Wide Band...Snow Rates May Reach 3 Inches Per Hour. South This Band...Snow...Heavy At Times...Will Also Fall Through The Remainder Of The Morning Affecting Areas Across The Tug Hill Plateau With Snow Rates Of 1 To 2 Inches Per Hour. Little Snow Will Fall North Of Watertown. The Snow Together With Winds Gusting To 45 Mph Will Create Local Blizzard Conditions With Whiteouts And Significant Snow Drifts. Temperatures Are In The Single Digits...With Wind Chills 15 To 20 Below Zero.

At 950 AM...The Band Stretches From Portions Of The Northtowns To The Southtowns And As Far East As Route 63 In Genesee County. As The Band Moves Slowly North...The Southern Edge Of The Band Will Cross Route 20A...So The Southtowns And The Southern Half Of Wyoming County May Start To See Some Improvement For Part Of The Day. Snow Amounts Between 10 AM And Noon Will Range Between 1 To 4 Inches...But With Blowing And Drifting It Will Be Nearly Impossible To Measure. Expect Westerly Winds Gusting To 40 Mph At Times With Blizzard Conditions. Wind Chills Will Range From 15 To 30 Below Zero While Temperatures Will Remain Around Or Below Zero.

At 930 AM EST...The Joint River Control Center Continues To Advise Of The Potential For Ice Jam Flooding On The Upper Niagara River As A Result Of High Winds And Increased Ice Flows. An Ice Jam Has Formed Between The Power Authority Intakes And Cayuga Island. The Water Level Gauge At The La Salle Yacht Club Is Reading Slightly Below The Zero Damage Elevation. Potential Flooding Of Low Lying Areas On The Robert Moses Parkway Under The North Grand Island Bridge Is Occurring. Conditions Are Unstable And Could Worsen. If Water Levels Continue To Rise Flooding Will Develop Across Much Of Cayuga Island...And Also In The Vicinity Of The La Salle Yacht Club In The City Of Niagara Falls.
