...THE URBAN AND SMALL STREAM FLOOD ADVISORY REMAINS IN EFFECT UNTIL845 PM EDT FOR BROOME AND EASTERN TIOGA COUNTIES...At 815 PM EDT, Emergency officials, trained weather spotters and thepublic continued to report areas of urban and small stream floodingaround Broome county, especially in the Village of Endicott and Cityof Binghamton where storm drainage systems became overwhelmed bytorrential rain. Standing water in some areas was up to 3 feet deepin underpasses and parking lots. Rain gauge and radar reportsindicate between 1.5 to 2.5 inches of rain had already fallen in avery short amount of time.Some locations that will experience flooding include...Binghamton, Vestal, Johnson City, Endicott, Kirkwood, Conklin, Maine,Nanticoke, Port Dickinson and Berkshire.

Significant urbanflooding was reported in the Endicott area including roads floodedand cars stranded. Additional rainfall will cause more urbanflooding in the city of Binghamton and other nearby communities.Locations likely to experience continued flooding include...Binghamton, Vestal, Johnson City, Endicott, Kirkwood, Conklin,Maine, Nanticoke, Port Dickinson and Berkshire.

This will cause urban and small stream flooding inthe advisory area. Up to one inch of rain has already fallen.* Some locations that will experience flooding include...Guilford, Coventry, Greene, Bainbridge, Afton, Nineveh, SouthOxford and Rockdale.Additional rainfall of another 1 to 2 inches of rain is expectedover the area in a short period of time. This additional rain willresult in minor flooding.

Flood damagedareas had been reported in Moravia, Scipio Center and Sempronius.Other locations around the county may still have ponded water androad closures.Moderate flooding was occurring on the Owasco Inlet near Moravia.The inlet crested around 9.5 feet at 600 PM and is now falling. Thewater level should be below the 8.5 foot flood stage around 8 PM.

The National Weather Service in Binghamton has issued a* Flash Flood Warning for...Southern Broome County in central New York...* Until 815 PM EDT* At 650 PM EDT, Doppler radar indicated thunderstorms producingheavy rain across the warned area. Up to one inch of rain hasalready fallen.* Some locations that will experience flash flooding include...Binghamton, Vestal, Johnson City, Endicott, Kirkwood, Conklin, PortDickinson, Vestal Center, Endwell and West Corners.Many roads are flooded in the Greater Binghamton area as well ascars stranded. Water was reported waist deep on the south side ofBinghamton. This is a very dangerous situation. Do not ventureoutside unless it is an emergency.Rainfall will taper off between 7 and 8 pm but additional rain of aninch or so is possible.

However, 1 to 3 inches ofrain occurred over the warned area in a short period of time, andflash flooding is ongoing.Some locations that will experience flooding include...Virgil, Solon, McGraw, Willet, Harford, Marathon, Lapeer, SouthCortland, East Freetown and Hunts Corners.Virgil Creek, Gridley Creek, Barry Run, and East Branch Owego Creekare have been especially impacted by this heavy rain with potentialflash flooding. Highway 392 has been experiencing problems as well.
