In northeastPennsylvania, Bradford, Lackawanna, Luzerne, Susquehanna, andWyoming counties.* Through Saturday morning* As a result of earlier rainfall, the ground is very wet andsignificant rises on area rivers have occurred.* A large low pressure system will move over the region todaythrough Friday, with additional moderate to heavy rain possible,especially today into this evening. The forecast is for 1 to 1.5inches of rain, which will further increase flooding potential.

This will produce significant rises on areatributaries. Some tributaries may exceed their banks...especially if actual rainfall is at the higher end of theforecast range.* Flows will increase in the Buffalo Area and Lower GeneseeValley creeks and rivers as a result of this runoff. Floodingwill be highly dependent on how much rain falls, which shouldgenerally fall in the minor category. Localized moderateflooding is possible if rainfall amounts exceed two and a halfinches.

In western New York...Wayne.* Through Saturday afternoon.* One to one and a half inches inches of rain is forecast todaythrough Friday. This will produce significant rises on areatributaries and inland lakes. In addition, mild weather duringthis period will melt any snow which lingers across the Tug Hilland Adirondacks.* Runoff will cause rises in the Black River Basin...resultingin a potential for flooding as a result of the run-off andsnow melt. Also...the Seneca River which flows into Cross Lakeis running high with rainfall resulting in at least steady ifnot rising levels on the waterway.
