...FLOOD WATCH IN EFFECT THROUGH THIS EVENING...The National Weather Service in Binghamton has issued a* Flood Watch for portions of central New York and northeastPennsylvania, including the following areas, in central NewYork, Delaware and Sullivan. In northeast Pennsylvania,Lackawanna, Luzerne, Northern Wayne, Pike, and Southern Wayne.* Through this evening* A large area of moderate to heavy rain will impact the watcharea this morning. Hourly rainfall rates of 0.25 to 0.5 inchesare likely, with total rainfall of 1 to 2 inches possible inparts of northeast Pennsylvania and the western Catskills of NewYork by midday.* The above described rainfall could lead to rapid rises onsmaller tributaries and possible flooding, with significantrises also anticipated on some area rivers. Given the quickincrease in water levels today, ice movement is probable, andadditional ice jams could form.

Areas in the river channels which aremost prone to ice jam flooding include obstructions in thechannel such as islands, locks, bridge piers and docks; changesin the channel such as narrowing of the channel, bends, gorgesand intact ice cover; change in channel depth from deep water toshallow water; and merger of river channels.
