Fee Required: The State Civil Service Law requires our office to collect a processing fee from each applicant.  The amount of the fee is fifteen dollars ($15.00) per applicant for Each examination applied for, payable at the time of filing of the application form, by check (personal or certified) or money order, payable to the “Cattaraugus County Treasurer”.  Cash Will Not Be Accepted.  Applicants whose personal checks are returned for insufficient funds will not be considered as candidates for this exam or subsequent exams until such time as restitution is made.  Applicants must record the Examination Number(s) and Title(s) on their checks.  Refunds of fees will not be issued to applicants who are disqualified for not meeting the minimum qualifications for admittance to the examination, who file their application after the final filing date or who do not appear for testing on the scheduled test date.  Therefore, Do Not Apply for an examination if you are not sure that you meet the minimum qualifications. Duties: This is an important supervisory and technical position involving overall responsibility for the safe and efficient operation and maintenance of a wastewater treatment plant.  General direction is received from the appointing authority but wide leeway is allowed for planning work methods and dealing with emergency conditions.  Supervision is exercised over Wastewater Treatment Plant Operators, Wastewater Treatment Plant Operator Trainees, and mechanical and maintenance assistants.  Occupants of this position are responsible for fulfilling all NYSDEC permit requirements.  Chief Wastewater Treatment Plant Operators do related work as required.

 

Promotional Qualifications: Candidates must be permanently employed in the competitive class by the City of Salamanca Board of Public Utilities and have either one (1) year of satisfactory service as a Wastewater Treatment Plant Operator Leadman or two (2) years of service as a Wastewater Treatment Plant Operator immediately preceding the examination  and meet the following open competitive qualifications:

 

At the time of appointment, applicants must be currently certified as wastewater treatment plant operators by the NYS Department of Environmental Conservation.  This certification must be at or above the minimum level necessary as prescribed by law (as described in 6NYCRR Part 650 – Qualifications of Operators of Wastewater Treatment Plants).  At grade 1, 2, 3, and 4 plants, operators must be minimally certified at the 1/1A, 2/2A, 3/3A, and 4/4A levels respectively.  At grade 1A, 2A, 3A, and 4A plants, operators must be minimally certified at the 1A, 2A, 3A, and 4A levels respectively. Appropriate certification must be maintained throughout employment.


Subject of Examination:  Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

 

2. Operation and maintenance of pumps, valves, and related mechanical and electrical equipment:  These questions test for knowledge of the principles and procedures involved in the operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment, including motors and electric circuitry; and for the ability to identify various types of pumps, valves, and related equipment and understand their functions.

 

3. Physics, chemistry, and bacteriology related to wastewater treatment and disposal, including laboratory and field tests for plant operations:  These questions test for knowledge of the principles and practices of wastewater treatment, disposal, and testing, including such areas as the principles of physics, chemistry, and bacteriology involved; terminology associated with wastewater treatment and testing; operating principles of the equipment and procedures used in wastewater treatment; measurements and measuring devices used; sampling and testing wastewater and interpreting the results; and identification and characteristics of chemicals and bacteria involved in wastewater plant operations and testing. Some questions may involve basic arithmetic calculations.

 

4. Practices and equipment used in the operation and maintenance of a wastewater treatment plant:  These questions test for knowledge of the principles and practices associated with the operation and maintenance of wastewater treatment plants, including such areas as terminology, conditions, situations, techniques, equipment, materials, plant processes, plant safety, and monitoring. Some questions may involve basic arithmetic calculations.

 

5. Pumping operations and related arithmetic computations:  These questions test for knowledge of pumping operations, including such areas as terminology and basic principles associated with pumps and pumping operations; instruments and equipment used in pumping operations, including various types of pumps and their components; troubleshooting pumping problems and developing solutions; pump and pumping station inspection and maintenance; and the ability to perform arithmetic calculations associated with pumping and hydraulic operations.

 

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to take a written test" helpful in preparing for this test. Candidates are allowed to use quiet, hand-held, solar or battery powered calculators.  Devices with typewriter keyboards, spell checkers, personal digital assistants, address books, language translators, dictionaries or any similar devices are prohibited.

CANDIDATES PLEASE NOTE: Your application for this test is part of the examination process. Applications must be completely filled out with all pertinent information stated. Applications which do not show training and/or experience to meet the minimum qualifications will be disapproved. Vagueness and ambiguity will not be resolved in your favor.

VETERANS: Disabled and non-disabled war veterans who are eligible for additional credits must submit an application for veterans' credits. Candidates who wish to claim veterans' credits on an examination should request an application and information sheet from the Cattaraugus County Civil Service Commission. Veterans' application forms will also be available upon request at the examination center. The completed forms must be received before the eligible list for the examination is established in order to utilize additional credits.

Effective January 1, 2014, War-time Veterans who previously used non-disabled veterans credits for appointment or promotion and are subsequently certified by the Veteran's Administration as a disabled veteran may again be eligible for additional exam credits. To apply for subsequent disabled veteran credits, complete the Veteran Credit application and check the applicable box, additionally you are required to follow the directions below regarding Disabled Veterans credits.

Effective January 1, 1998, the State Constitution was amended to permit a candidate currently in the armed forces to apply for and be conditionally granted veteran's credit in examinations. Any candidate who applies for such credit must provide proof of military status to receive the conditional credit. No credit may be granted after the establishment of the list. It is the responsibility of the candidate to provide appropriate documentary proof indicating that the service was in time of war, as defined in Section 85 of Civil Service Law, and that the candidate received an honorable discharge or was released under honorable conditions in order to be certified at a score including veteran's credits.

In conformance with Section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify additional credit eligibility. However, no credit may be added after the eligible list has been established.
