Department of Economic Development, Planning & Tourism Receives Grant from the Department of Defense

Little Valley, February 28, 2007: Representatives
from the Department of Defense (DoD) made a special appearance at the
Cattaraugus County Legislative Meeting on Wednesday, February 28, 2007
to make a Cooperative Agreement Award to the Cattaraugus County
Department of Economic Development, Planning & Tourism. Ralph L.
Vinciguerra, Assistant Director for Small Business from the Defense
Contract Management Agency - Syracuse, presented a Cooperative
Agreement Award for $89,070 to Crystal J. Abers,
Chairman of the Cattaraugus County Legislature, Jerry E. Burrell and
James L. Boser, Chairman and Vice-Chairman of the Development and
Agriculture Committee. Also in attendance from the DCMA Buffalo office
for the Department of Defense were Michael O'Connor, Administrative
Grants Officer and Jane Setlock, Property Administrator. The federal
funding will enable the Cattaraugus County Procurement Technical
Assistance Center (PTAC) to continue assisting businesses in the region
with government contracting matters.

Mr.
Vinciguerra stated, "The Cattaraugus County PTAC continues to do an
outstanding job, thanks to administration of Thomas Livak, Joe Williams
and the support of the Cattaraugus County Legislature. You all are to
be commended. After 18 years in the program you continue to succeed at
a very high level of excellence."

The Cattaraugus County
Department of Economic Development, Planning & Tourism had
submitted a proposal in early 2006 for this federal funding which is
awarded on a competitive basis to only a select number of centers
around the United States. The County has operated a Procurement
Technical Assistance Center for the past eighteen years and is
currently only one of two programs of its kind in New York State
outside of the of New York City area. The Cattaraugus County PTAC
employs two full-time staff members (Joe Williams, Program Manager and
Jeremy Knab, Web Technician) that provide no-cost assistance to
businesses interested in selling goods and services to military, other
federal, state and local government markets.

While the
program serves businesses in Allegany, Cattaraugus, Chautauqua and
Wyoming Counties, the PTAC also receives numerous requests from other
areas of the state. Because of federal funding, no one can be turned
away. The Cattaraugus County PTAC is designed to help businesses,
especially small, small disadvantaged, small woman-owned, veteran and
service-disabled veteran firms to compete for their share of government
contracts. Assistance is provided to businesses in a number of ways
including: educational seminars, one-on-one counseling, bid matching
(daily report sent to businesses via mail or e-mail of select
government bid opportunities), informational mailings and access to the
PTAC resource library which includes a vast number of contracting
references, bid publications, numerous contracting forms and computer
based procurement information. The PTAC web site has numerous links,
pages and articles to assist businesses. In the last year, the web site
has continued to undergo numerous changes and improvements. Businesses
can locate government credit card holders, agency contracting
forecasts, drawings, contracts awarded and much more.

Mr.
Williams noted, "Mr. Vinciguerra and Mr. O'Connor are instrumental to
the success of the PTAC program. Their leadership and assistance
throughout the years is greatly appreciated. The results for 2006 are
complete. The program has helped businesses in the region obtain 336
awards totaling over 21 million dollars, with Cattaraugus County
businesses receiving 118 awards totaling over 10 million dollars. There
are currently 298 businesses that participate in the program."
