Applications for the 2020-2021 HEAP seasons will be accepted starting November 2nd at the Cattaraugus County Department of Social Services located at 1 Leo Moss Dr, Olean, New York.  HEAP interviews will be taken on a walk-in basis, Monday – Friday, 8:00 – 3:00.  If you are required to have an interview, you may have your interview conducted over the phone if you are unable to come into the office for a face-to-face, and this agency has received a completed HEAP application. You may be eligible to mail in your application, without an interview, if you received HEAP benefits last year.  Please let the receptionist know that you have an emergency when you call or walk-in. 

The 2020-2021 Emergency benefit will open on January 4, 2021.

Outreach services will be conducted by the Department of Aging for those individuals over 60 years of age. You may contact that agency at 716-701-8032 or toll free at 1-800-462-2901 for more information on how to apply and the days/hours of operation.  New Yorkers can now go online to myBenefits.ny.gov and, by answering a few questions, quickly find out if they may be eligible for HEAP, and if so, can file a HEAP application on-line.

The Home Energy Assistance Program (HEAP) helps low-income people pay the cost of heating their homes.

If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off.

Eligibility and benefits are based on income, household size, the primary heating source, and the presence of a household member who is under age 6, age 60 or older or permanently disabled.
