I, Howard V. VanRensselaer, Chairman, Cattaraugus County Legislature, in accordance with a declaration of a State of Emergency issued on March 15, 2020 and pursuant to Section 25 of the State Executive Law, hereby issue the following directive:

Cattaraugus County

COVID-19 Entry Screening at County Facilities

Purpose: To protect the safety and welfare of employees and visitors during the COVID-19 pandemic, members of the public will be screened for illness prior to entry into the County facilities located at 303 Court Street, Little Valley, New York; Cattaraugus-Little Valley School, Little Valley Campus, Rock City Street, Little Valley, New York; and One Leo Moss Drive, Olean, New York.

Process:

  1. Personnel will be assigned to screen members of the public at the entry point of County facilities.
  2. The Screener shall ask every person entering the building if the person has any of the following symptoms:
    • Fever - Either of the following:
      • >100.0° F at entry site or reported at home
      • Subjective fever/chills
    • Cough
    • Difficulty Breathing
    • Body Aches
    • Headache
    • Sore throat
    • Runny Nose
    • Nausea, vomiting, or diarrhea
  3. Individuals will not be allowed to enter if they have ANY of the above symptoms.
  4. The Screener shall take the temperature of those persons who do not disclose any of the above symptoms.
    • If the temperature is >100.0° F, the person will be denied entry into the facility.
  5. Screeners do not need to wear any PPE, other than gloves if body contact is necessary when obtaining the temperature.
    • Temperature should be obtained with the Screener's arm fully extended out straight to maximize distance during screening.
    • Screener should perform hand hygiene after screening.
  6. There shall be a "Mandatory Screening Required Prior to Entry" notice, which is attached hereto, posted at the point of entry of the Little Valley and Olean facilities.

This Directive is effective 12:01 a.m. on March 25, 2020, and shall remain in effect until rescinded or until the State of Emergency expires, whichever occurs first.
