Sealed bids for Olean Office Building Renovations Project 1 according to specifications, will be received by the undersigned, at the Department of Public Works Facility, 8810 Route 242, Little Valley, New York, until Tuesday, September 20, 2022 at 1:45 P.M. after which they will be publicly opened at 2:00 P.M. (at the same location), by the undersigned, under the direction of the Public Works Committee of the Cattaraugus County Legislature.  Each bid, at the time it is received, will be stamped showing date and time of receipt.

All bids must be sealed and clearly marked as follows: (Any bid not clearly marked will not be considered.)

DPW BID #53 –Olean Office Building Renovations Project 1

SCOPE:

Interior Renovations to the Information Services Department, and Creation of County Attorney Office Spaces.

The work includes: Interior build-outs and renovations to existing spaces including, but not limited to new office partition construction, new floor, wall and ceiling finishes, new doors and hardware, new lighting, power and system devices, HVAC modifications and upgrades.

There will be a Mandatory Pre-Bid meeting, August 31, 2022, 10:00 A.M. at Olean Office Building, 2nd Floor Administrative Conference Room, 1 Leo Moss Drive, Olean, NY 14760.

Final Request for Information shall be 12:00 P.M., Monday, September 12, 2022.  Final addendum shall be issued Wednesday, September 14, 2022 at 2:00 P.M.

Copies of the proposed Bidding Documents, Plans, Specifications and Instructions to Bidders will be available Monday, August 22, 2022. Documents may be obtained by Prime Contractors, Subcontractors and Vendors at the CPL office upon receipt of a non-refundable payment of Twenty-Five Dollars ($25.00) per set, all bid document checks shall be made out to CPL. Include in addition to the document cost, a non-refundable check in the amount of Twenty-Five Dollars ($25.00) per set for handling and postage for sets to be mailed. All mailing checks shall be made payable to CPL. Alternatively, bidders can provide their UPS shipper number for shipment of the bid documents.

Cattaraugus County Local Law 12-2012 as amended by Local Law 5-2015 requires that the County provide a copy of the Cattaraugus County Vendor Responsibility Form to the low bidder.  The low bidder will have 5 business days to return the completed form unless the form was mailed by the county to the vendor, in which case they will have 10 business days from the date of the mailing to return the form.  Failure by the low bidder to submit the form within the above time frame will lead to the automatic rejection of their bid. The contractor must also ensure that all subcontractors who contract to work on the Project for consideration in the amount of $35,000 or greater complete this form and submit it to the County for approval within 5 days of the preconstruction meeting. The contractor must also submit, in writing, a request for waiver for any subcontractors whose contract is for less than $35,000.  Failure to do so may lead to the rejection of the subcontractor at the County’s discretion.

Currently the Commissioner of Public Works has approved the CCA-2 (New York State Vendor Responsibility Questionnaire For-Profit Construction) with attachments A, B, and C to serve as the Cattaraugus County Vendor Responsibility Form.

A Bidder whose bid is accompanied by a certified check or other security in accordance with the bidding requirements and public advertisement, and who returns a complete set of Bidding Documents in good condition within thirty (30) days following the award of the Contract covered by such Bidding Documents or the rejection of such bid, shall receive a refund of the full amount of the deposit for (1) copy of the Bidding Documents. Partial reimbursement in an amount equal to the deposit for (1) set of the Bidding Documents, less the actual cost of reproduction of the Bidding Documents, shall be made for the return of all other copies of the Bidding Documents in good condition within thirty (30) days following the award of the Contract or the rejection of the bids covered by such Bidding Documents.

Attention of the Bidder is particularly called to the Owner's sales tax exemption, the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.

All bids must be sent or delivered to Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, NY 14755.  Attention:  Dawn Smith.

All bids shall be prepared as set forth in “Instructions to Bidders”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the Title of the Work to which the bid enclosed relates. Each bid must be accompanied by a NON-COLLUSIVE BIDDING CERTIFICATE and Bid Bond in the amount of 5% of bid total, and is subject to the conditions provided in the “Instructions to Bidders.” No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.  All substitutions are to be submitted at time of bid as per the contract documents.  No substitutions will be considered after the bid date.  Any bid submitted without such certification and bid bond will not be accepted.  Any bid not meeting ALL specifications will not be considered.  Cattaraugus County reserves the right to reject any or all bids, to waive any informalities, and to accept the lowest responsible bid.
